I’d say David Berger did both. There is a Coughlin-esque hint to the paintings, but no real signature strokes, as if Berger was merely tipping his hat to him.
I take back this comment. A re-examination of the Coughlin covers on this site has revealed that the character poses are entirely consistent with Coughlin. Also, there are other Coughlin-ish things that I didn’t notice before. I now believe that all four of the disputed “Berger/Coughlin” covers were done by Coughlin.

After checking the Table Of Contents, Coughlin is credited for the cover, so I am going to go with that for both.
