Now that I have an additional style reference to go on (The Gem of General Sheng), I’m going to correct myself. Of the two artists, Palmer and Szokoli, this cover now points to Joseph Szokoli. The style is a match.
(I previously was not aware that he was part of the group of artists on rotation on this pulp, hence the error. If you remove Szokoli from the list, then Palmer is the closest stylistic match. But once you put Szokoli in, the cover exudes Szokoli-ness. Or maybe it’s Szokolinity?)
