The only reason I could see for hanging a barrel hoop from a chain is to act as an alarm, like a WWI gas gong. Which does not explain this picture.
I think make-shift gong is what they are going for here. I love the stuttering shake of white at the gap in the iron tire. That guy sure is busy… gongin’, gunnin’ ‘n grinnin’ !
