I could not find anything on the internet on Phyllis L. Kaye except that it is probably a pseudonym for Walter Gibson or Ed Burkholder.
This would make sense as there were only two issues of Fantastic Science Fiction and I would speculate that Gibson was in that issue as well.

“Only two issues” – I am not surprised, as it looks like someone was grimly pretending that the last fifteen years hadn’t happened – that cheesy 1930s illustration and writing would still fly in the post-Campbell SF market.
